To properly grasp the relative stability of the Hennepin unemployment, recognize that the graph for Cook County must be scaled from 15 percent to zero to recognize the swings, whereas the Hennepin graph only goes from 9 percent to 1 percent. Hennepin has lots of small swings within a much narrower band. Cook County has enormous yearly swings that reflect our local tourism economy more than the influence of the national economy.
